The significance of these three Amendments is the Government protections for the imperiled/endangered species. These aerial, terrestrial, and aquatic creations were (and up to now) being inadequately taking cared of and are slowly forgotten their existence. And, if people knew that they’re now endangered, these species are put to these people’s cages and brought home for them to keep. However, getting them from their habitats where they used to live and multiply more is not that good idea. People can’t make them as pets, ornaments/displays, or even as food for consumption. They play major rule in this world, they need to survive for humans to survive also. So, these nature-friendly laws were passed to Congress and implemented to the concern citizens. †¢The Endangered Species Act of 1973 or ESA was designed to protect critically imperiled species from extinction as a â€Å"consequence of economic growth and development untendered by adequate concern and conservation. â€Å" The stated purpose on this Act is to protect species and also â€Å"the ecosystems upon which they depend. † It encompasses plants and invertebrates as well as vertebrates. This is administered by two federal agencies, the FWS and the NOAA (which includes the National Marine Fisheries Service NMFS). NOAA handles marine species, and the FWS has responsibility over freshwater fish and all other species. Species that occur in both habitats (e. g. sea turtles and Atlantic sturgeon) are jointly managed. Though ESA only protects species which are officially listed as â€Å"threatened† or â€Å"endangered†. A species can be listed in two ways. The first is for the FWS or NOAA Fisheries to take the initiative and directly list the species. The second is via individual or organizational petition which prompts FWS or NMFS to conduct a scientific review. There are two categories on the list, endangered and threatened. Endangered species are closer to extinction than threatened species. A third status is that of â€Å"candidate species†. And by March 2008, after more than seven years of the Bush Administration, 59 additional domestic species had been placed on the endangered list, an annual rate of less than nine per year. Section 11 of the Endangered Species Act describes the violations and penalties that may be enforced under law. The United States Secretary of State, the Secretary of the Treasury, or the Secretary of the Department in which the Coast Guard is operating are the bodies of the federal government responsible for enforcing the provisions of this Act. The U. S. Fish and Wildlife Service play the predominant role in law enforcement of the Endangered Species Act. In connection to this, there are different degrees of violation with the law being imposed. The most punishable offense is enforced upon those who knowingly break the law through acts of importing or exporting, taking, possessing, selling, delivering, carrying, transporting, or shipping—essentially trafficking endangered species without permission from the Secretary. Any act of knowingly â€Å"taking† (which includes harming, wounding, or killing) an endangered species is also subject to the same penalty. Recovery plans benefit species as indicated by the fact that the longer species have recovery plans, the more likely they are to be classified as improving. The benefit, however, appears to be limited to single-species oriented plans; large multi-species, ecosystem-based plans are not correlated with improving status; perhaps due to their lack of specificity. And, as habitat loss is the primary threat to most imperiled species, the original ESA of 1973 allowed the FWS and NOAA Fisheries to designate specific areas as protected â€Å"critical habitat† zones. In 1978, Congress amended the ESA to require designation for all threatened and endangered species except those which might be harmed by the publication of such maps. Congress indicated that the exception should rarely be invoked. Also, most provisions of the ESA revolve around preventing extinction. Critical habitat is one of the few that focuses on recovery. Species with critical habitat are twice as likely to be recovering as species without critical habitat. In 1982, Congress amended the ESA to enhance the permitting provisions of the act, (Section 10) and intended, in part, to provide landowners with incentives to participate in endangered species conservation. Pursuant to these provisions, by preparing a â€Å"Habitat Conservation Plan† (HCP) that meets statutory criteria, private landowners can obtain â€Å"incidental take permits† that allows otherwise prohibited impacts to endangered, threatened and other species covered in the permitting documents. On April 3, 2007, 41 species have been delisted; sixteen due to recovery, nine due to extinction (seven of which were extinct prior to being listed), nine due to changes in taxonomic classification, five due to discovery of new populations, one due to an error in the listing rule, and one due to an amendment to the Endangered Species Act specifically requiring the species delisting. [7] Twenty-three others have been down listed from â€Å"endangered† to â€Å"threatened† status. Some have argued that the recovery of DDT-threatened species such as the bald eagle, brown pelican and peregrine falcon should be attributed to the 1973 congressional ban on DDT rather than the Endangered Species Act, however, the listing of these species as endangered was a substantial cause of congress instituting the ban and many non-DDT oriented actions were taken on their behalf under the Endangered Species Act (i. e. captive breeding, habitat protection, and protection from disturbance). This is an International agreement restricting international commerce in plant and animal species believed to be actually or potentially harmed by trade. The U. S.  CITES list includes all species protected by the ESA in addition to species which are vulnerable but not yet threatened or endangered. While it is widely understood that habitat decline is the primary cause of endangerment for most species, trade in species, or parts of species, is a major cause of decline for some groups of animals and plants. This has included spotted cats for their furs, rhinoceros for horn, elephants and walrus for ivory and, more so in rec ent times, parrots and exotic reptiles for the pet trade, corals and fish for the aquarium trade, and sharks for their fins. Medicinal and ornamental plants are also exploited worldwide, as is tropical timber. Annual trade in wild species worldwide is now estimated to include several hundred million individual animals and plants, and it is a multi-billion dollar industry. Thus the need for CITES is ever more apparent. It also has the distinction, among international conservation agreements, of having the most legal strength behind it, and there is an abundant literature in the fields of law, conservation, international relations and economics about its global impact. To date, well over 30,000 species receive some protection under this landmark agreement, and more are being added on a regular basis. As both a conservation and trade convention, it has more obligations and more detailed enforcement mechanisms than is typical of conservation agreements. When it came into force, the original Parties were most concerned with a rather small subset of species that are or were used in the fashion industry (e. g. , wild cats for fur, crocodilians for leather) or as ornaments (e. g. elephant ivory, wild cattle as trophy heads). Since that time, thousands of species, and in some cases entire taxonomic groups of species, have been added to the Convention simply because many people in both developed and developing countries have attained higher standards of living and are able to afford things that most could not 30 years ago. Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). † ) †¢ The Marine Mammal Protection Act (MMPA) of 1972 was reauthorized by the Marine Mammal Protection Act Amendments of 1994 (Public Law 103-238) as signed by President Clinton on April 30, 1994. The agency is responsible for implementing the Marine Mammal Protection Act — through fiscal year 1999. This encompasses the most significant amendments that involved establishing a new regime to govern the taking of marine mammals’ incidental to commercial fishing, replacing the Interim Exemption in place since 1988. Three new sections were added to the Act to address commercial fishing: the preparation of stock assessments for all marine mammal stocks in waters under U. S. jurisdiction; development and implementation of take reduction plans for stocks that may be reduced or are being maintained below their optimum sustainable population levels due to interactions with commercial fisheries; and studies of pinniped-fishery interactions. Maintaining the original aspirations of the Marine Mammal Protection Act, the Amendments continue to protect marine mammals, seeking to maintain stocks at, or recover stocks to, and their optimum sustainable population levels. To achieve that goal, protection of essential habitats including rookeries, mating grounds and areas of similar significance is emphasized by including specific â€Å"habitat† language in the bill. Other major changes include a mechanism for authorizing importation of polar bear parts (other than internal organs) from Canada (provided the required findings are made); revised permit provisions for public display and scientific research; establishment of permits for purposes of photography; procedures for authorizing the intentional lethal taking of individually identifiable pinnipeds which are having a significant negative effect on salmonid fishery stocks; eliminated jurisdiction over the care and maintenance of captive marine mammals held for purposes of public display at registered or licensed facilities; and authority for providing grants to Alaska Native organizations for the purpose of developing co-management structures for marine mammal stocks taken for subsistence purposes. Enclosed to this, the Senate Committee on Commerce, Science, and Transportation (National Ocean Policy Study) held hearings on general MMPA issues on July 14 and 28, 1993, prior to the introduction of S. 1636 on November 8, 1993. The Senate Commerce Committee reported S. 1636 with amendments on January 25, 1994. On March 9, 1994, the House Merchant Marine Subcommittee marked up H. R. 2760, including amendments providing for polar bear trophies to be imported from Canada and establishing a process whereby Federal permission might be granted to intentionally kill individually identifiable pinnipeds having a significant negative effect on certain salmonid fishery stocks, without first having to determine that the marine mammal stock was within its optimum sustainable population range. Reduction Teams will be established to develop plans to reduce the incidental mortality and serious injury of marine mammals that interact with category I or II fisheries. The short-term goal of the plans is to reduce mortality and serious injury of marine mammals incidental to commercial fishing operations to levels below the affected stock’s PBR. The long-term goal of the plans is to reduce the rates of incidental mortality and serious injury of marine mammals to insignificant levels approaching a zero rate. In addition, to be authorized to take marine mammals, each commercial fishing vessel participating in a fishery with frequent or occasional interaction with marine mammals (category I and II fisheries) must be registered with NMFS. The 1994 Amendments encourage these agencies to take further measures to protect marine mammal rookeries, mating grounds, and areas of similar ecological significance. To expand knowledge and comprehension of the impacts of habitat destruction on marine mammal species and stocks, Regional Scientific Review Groups, in consultation with the Marine Mammal Commission (MMC), are to be established to advise the NMFS and FWS on actual, expected, or potential impacts of habitat destruction on marine mammal stocks. If habitat destruction is harming a stock defined as strategic, the Regional Scientific Review Group must recommend appropriate conservation or management measures to alleviate the impact. On the Pacific coast, NMFS is to undertake scientific investigations to assess the effects of California sea lions and Pacific harbor seals on endangered and threatened salmonid stocks. In the Gulf of Maine, a pinniped task force is to be established to advise NMFS concerning marine mammal interactions with aquaculture operations. The 1994 Amendments also allow the Secretary of Commerce to authorize the intentional killing of individually identifiable, non-depleted pinnipeds which can be shown to be having a significant negative effect on the decline or recovery of certain salmonid fish stocks listed as endangered or threatened under the ESA, approaching such status, or that migrate through Ballard Locks at Seattle, WA. Intentional killing can only be authorized after: a Pinniped-Fishery Interaction Task Force has been established by the Secretary to review the situation, consider previous control efforts, and take public comment; and the Task Force has recommended to the Secretary whether to approve or deny the proposed kill along with suggestions for nonlethal alternatives and a recommended course of action. For the first time, it is directed to develop and implement research plans to assess the health and stability of ecosystems of which marine mammals are a part. Specific activities include: a regional workshop for the Gulf of Maine to assess human-caused factors affecting ecosystem health and stability; development of a research plan to monitor the health and stability of the Bering Sea ecosystem; and assessment of the impact California sea lions and Pacific harbor seals have on salmonids and ecosystem stability in the coastal ecosystems of Washington, Oregon, and California. Both NMFS and the FWS now have the explicit authority to enter into cooperative agreements with Alaska Native organizations to conserve marine mammals and to provide co-management of subsistence use of Alaska marine mammal stocks by Alaska Natives. Agreements may include grants to Alaska Native organizations for: collecting and analyzing data on marine mammal populations, monitoring the harvest of marine mammals for subsistence use, participating in marine mammal research, and developing marine mammal co-management structures with Federal and State agencies. They are to promulgate regulations authorizing bona fide scientific research involving only Level B harassments without a formal permit. Persons must submit specified information to NMFS or FWS at least 60 days prior to beginning research. Also, expedited scientific research permits will be allowed when delay could cause injury to a marine mammal or loss of unique research opportunities. To add more, new permit procedures are to explicitly provide for educational and commercial photography of marine mammals. And on the 1994 Amendments establish a new mechanisms for authorizing polar bear trophies (other than internal organs) to be imported from Canada, provided the required findings are made. Subsequently, such imports will not be allowed if there is any indication, found in a study begun two years after the enactment, that the issuance of import permits by the United States is having a significant adverse effect on Canadian polar bear stocks. English cyber language usually comes from online games, video games and general pop cultural, like movie, youtube video clips, and so on. The next one is ASAIK. ASAIK means ‘as soon as I know’. It is also an example of acronym. It is a short form of the phrase as soon as I know.And for the next example, it is easy to know what it means. It means see ya. It includes compounding, because it is combined with 2 words, see and ya. And also the letter C is a homophone of the word see. They both pronounce in the same pronunciation. At the same time, it also includes syllabic writing system and rebus writing system. It is a syllabic writing system, because C represents /si:/ to replsce see /si:/ ,so is syllabic writng At last, it includes rebus writing system, because it uses another word with the same sound to replace it.The word see is replaced by the letter C, and the you is replaced by YA. And at last, this word means night. It includes syllabic writing system, the nine : /nain/ replace nigh /nai/. And it sticks with the letter â⠂¬Ëœt’, which is an alphabetic writing system. It use different kinds of punctuation to form a facial expression.This emoticons are usually use in computers, mobile and also other communicating devices and forum. These emoticons can express our feelings even more direct, sometimes it is better than using words to express our feelings. And also these emoticons can help us to save time. For example, if we want to express we are so happy, instead of typing alphabets, we type the punctuations into a smiley face, it would save a lot more time. Type happy, we need to type 5 alphabets, but a smiley face, only needs 2 punctuation, and that’s it.Therefore it really save time form typing words. Because of the efficiency of emoticons, it is now a trend all over the world, and among all the countries, japan is on e of the countries which use emoticons the most. And here are the examples of emoticons. We can see that there are a lot of emoticons to express different kinds emtions. Taiwanese and mainlanders may also miscommunicate throughout a conversation, although they share the same language,Putonghua. The miscommunicate is because of their cultures, each one develop their own kinds of words into their language e. . (1) Taiwanese may use ‘ ‘ to express you are so annoying. But when the mainlanders saw this, they may misunderstand as you are such a motorbike. It would be a totally different ecplanation. And there is also another e. g. (2)mainlanders may use ‘? ‘ to mean being frightened. But in Taiwan, it reminds people that the post in the forum would disclose a play's information. So they use the same word, but the meaning of the word ’? ’ means differently to different culture and nation.

Verizon Communications, (NYSE:VZ), formed by the merger of Bell Atlantic and GTE, is one of the world’s leading providers of high-growth communications services. Verizon companies are the largest providers of wireline and wireless communications in the United States, with over 137 million access line equivalents and over 34 million wireless customers. Verizon is also the world’s largest provider of print and online directory information. A Fortune 10 company with more than 221,000 employees and $67 billion in 2002 revenues, Verizon’s global presence extends to over 30 countries in the Americas, Europe, Asia and the Pacific. As a company of this size, corporate planning is a vital function to deal external and internal factors, in which, the company’s goals or objectives are achieved. In addition, a well-defined strategic planning implemented will be the guidelines in dealing with each factor, such as, rapid change, globalization, technology, e-business, innovation, diversity, and ethics. We will break down each factor as how Verizon’s business plans set their objectives in being the leader of communications services. Rapid Change If there are two issues that characterize the challenges twenty-first century corporations face today, those issues can be summarized as â€Å"competition and change.† (Dessler, p. 13) Rapid change is a common factor that most corporations needed to prepare itself, in order, to be competitive. That is, Verizon is implementing a restructure of their lines of business. One of their focuses is constantly providing improvement of customer services for their customers, such as a faster internet connection, bundling of services, or offering more flexible phone service (local & long distance) packages. The downturn of this restructure is management position reduction, in which, approximately 200 managers will be losing their jobs due to departmental merger. Globalization Research in the solid state technology for the improvement of telephony  switching systems made it possible the development of a new kind of electronic device which also helped the rapid evolution of computers. Computers were gradually interconnected through telecommunication lines. Initially they allowed terminals to access the main frame and later they were used to interconnect several computers in the network. In the early nineties these telecommunication networks covered most of the planet with different communication technologies. An era of knowledge had been birth, telecommunication engineering for computer systems. These new systems allowed information to travel at the speed of light. Such information exchange was the bases of a new economic phenomenon called Globalization of the world economy. The new profile will basically require the following, *To be continuously curious and eager to keep updated with everyday change. *To learn and adjust fast to new administrative routines. *To contribute and efficiently work in small teams. *The perseverance and courage to look for new solutions, for technical and economic improvements. *To print one’ own ideas in a clear and objective way. Technology: Verizon Wireless is on the cutting edge of technology. There are several different types of technology such as new DSL lines, dedicated internet access and Integrated T-1 access to name a few. As a growing business you would have a wide variety of choices available to you, in order to build the type of network that you would need to operate in the most efficient way. Verizon also has a variety of services for networks, voice communications, they will also configure, manage and do project management for a business. A lot of customers don’t have a sophisticated network department so in order to have a network that functions to its fullest potential these services would be a great benefit especially to a small business. There are also  several different types of programs for the disabled with a variety of issues such as speech, hearing, mobility and visual disabilities. Verizon has taken the external factors that affect them and have turned it into a positive business decision for all of their customers. E-Business All over the country people are doing more shopping and selling over the internet. The technology that Verizon is developing will enable everyone to have the connectivity that is needed for uninterrupted connections. The Verizon website can take you to the how to of e-commerce. Some of the items that you can find there are how to develop a web site, ways to get your site ready to sell and the what to do and what not to do for your business. E-commerce is such a broad topic, but as the Web evolves more and more companies will start to advertise and sell on the web which will probably cause businesses to downsize some of their departments such as marketing and customer service to name a few. Innovation As Verizon tries to stay on the cutting edge of technology here are some of the things that they are trying to do. There is a huge role out of FTTP which means Fiber to the premise. This will entail households to utilize more with less. The bandwidth on a fiber cable can handle far more traffic than on copper cable. Customers will be able to use their computers, fax, and telephone all on the same line. It is very much like the DSL line that Verizon is also trying to role out. Digital Subscriber Line will allow you to do more with less. The cost factor between the two, DSL is much cheaper to put in than fiber. FTTP will have to all get put in new. From the cable in the ground to the cable at the customer’s premises. DSL can go over the existing copper lines so we will not have that extra added cost. Verizon also just came out with Sametime; it is a way to chat through Lotus Notes. Now many users while emailing one another can also chat at the same time. Diversity Verizon is committed to diversity. They serve a diverse customer population and strive to have an employee body that reflects that diversity. This commitment is extended to their supplier relationship. Their belief is that having a wide range of suppliers is as critical to the company’s success as having employees that relate to their customers, speaking their language, reflecting their tastes and preferences. The idea is to build customer loyalty, stimulate economic growth, and tap into the innovation and entrepreneurship for Verizon to be competitive. By including Minority, Women, Vietnam Era Vets & Disabled Owned Business Enterprises (MW/DV BEs) in their supplier chain, two main goals are achieved. Verizon positions their business for success and contributes to the economic prosperity of the communities they serve. In a speech for the National Minority Supplier Diversity Council Award meeting, Verizon CEO Ivan Seidenberg assured minority suppliers of their commitment: â€Å"The question facing many minority suppliers is: will businesses cut back on their spending with us, when the going gets a little tough? Of course there are no guarantees — for minority or indeed for any suppliers — but I want to assure you that as much as diversity is a business strategy with us, it’s also a moral commitment — an expression of who and what we fundamentally are. In good times and bad, we’re going to maintain the team that courts and cultivates minority suppliers, and we’re going to do our level best to assure that minority suppliers are not disproportionately hurt when things get tight, as they are right now. This is my personal commitment to you, as CEO of Verizon.† Ethic Verizon’s code of business conduct provides a section on resolving ethic questions for the goal of helping them strengthen their connection with business partners and each other. Realizing that not every ethic questions has an easy answer and may require difficult judgment calls, this code of business conduct outlines the following steps to resolve these questions: (a) define the situation (b) consult resources and (c) seek help from others. By defining the situation; one might be able to find an answer to the question such as: Are you concerned about a possible violation of a law,  regulation or Verizon standard? There are three available consulting resources for their employees: Verizon Promise/Code of Business Conduct/Corporate and department policies and procedures. Finally, employees are advised to seek help from their own manager, another manager, or a specific department like Human Resources, Legal, Verizon Security or the Office of Ethics and Business Compliance. In conclusion, Verizon has positioned itself to deal with these external and internal factors. This shows how their management has made strategic planning in keeping with the company’s mission and in achieving their goals. In addition, their services and products are the reasons why Verizon ranks among the top in leadership, service, diversity and innovation. Verizon’s inclusion on numerous ‘best of’ lists in the country is a testament to these accomplishments. Also, Verizon prides itself on the relationships it maintains with business providers, and strives to promote a mutually beneficial business relationship based on the highest business standards of ethical conduct. Justification for an Internal Control System

Over the past years many organizations have fallen because of inadequate financial reporting and ineffective controls. To overcome this dilemma, the creation of the Sarbanes Oxley Act (SOX) of 2002 requires corporations to take full control over its financial reporting and accounting by placing internal controls within its organization. Internal controls not only establish the foundation of reasonable assurance for meeting company objectives but also provide functions in achieving other objectives. These objectives are operational effectiveness and efficiency, relevant and reliable financial data, and verify law and regulation compliance. As a controller of this company one believes that internal controls are important for these areas to be successful. Although this business uses the insurance and portfolio approaches as controls to manage the association of risks with activities, one believes an internal control system would be more beneficial for this company. Current Approaches Insurance Approach Insurance is not as large as it can be for a company because it is a way of looking at the risk along with knowing that an acceptance of loss is present for a company. Companies basically carry insurance policies to prevent and cover large liabilities from natural disasters or accidents. Under this approach management is stating an acceptance of a loss is present for a company when insuring the company, assets, or its employees. For a company using this approach protection is the only gain in knowing the company has insurance to make a claim to replace or receive monies for the loss (McCarthy & Flynn, 2004, p. 75). However, the insurance approach is more of a tool for risk financing than a tool for risk management. This is because this approach is reactive in mitigating the impact of a loss rather than preventive in protecting the company from a loss. This approach can be beneficial for the company if a company can find affordable insurance with deductibles the company feels comfortable with. This is because the company would only be responsible for paying the deductible and the insurance company would pay the rest in the event of a catastrophic disaster. Portfolio Approach Unlike, the insurance approach the portfolio approach has more structure and complexity. This is because during the process of decision-making it gives more procedures and processes in making a decision (Thomas, 2002, para. 23). The main idea behind this approach is to maximize investments of a company while minimizing the risks of the company. Even though this approach organizes to an extent the decision-making process it does not provide protection assurance for the investment against risk. The portfolio approach is beneficial for a company when the company wants to measure the type of risk it wants to take on along with the likelihood of making a positive return on that risk. Internal Control System To an organization a vital component to risk management procedures is a reliable internal control system. This system helps regulate, reduce lost, and minimize risks along with accomplishing the organizational goals and success of a company (McCarthy & Flynn, 2004, p. 249). Benefits of an Internal Control System Generally the insurance approach is necessary for a company to overcome the risk of a loss. The portfolio approach is an effective approach but is more reactive than preventive. Even though a business may have insurance and portfolio approaches in place these approaches are not efficient and cost-effective enough to protect the company from risks like an internal control system can. Internal control systems are unlike the insurance and portfolio approaches because these systems are proactive tools in risk management. This type of system ensures the protection of company assets through a system of policies and procedures.
